Proposed programme

The Qatar proposal sets out a proposed five-year allocation of USD 500 million equivalent in digital assets alongside exchange infrastructure and digital asset tokenisation capabilities. The programme is designed to explore how suitable assets and development initiatives could be prepared for structured participation, supported by technology, clear administration and appropriate market access. Institutional relationships, asset selection and project execution would guide implementation. The stated allocation is a proposed digital-asset-equivalent programme, with valuation, conversion and deployment arrangements to be defined within the relevant project framework. The proposal advances through local engagement, commercial structuring and the permissions required for each activity.

The programme connects a national development perspective with the technology and operating capabilities of Dewan Caan Vanderbilt. Project selection, asset preparation, institutional participation and delivery are developed together, with responsibilities defined at each stage.

Programme priorities

A coordinated development agenda.

01

Institutional tokenisation programmes

Identify the assets, partners and commercial requirements that give the initiative a practical foundation. Define the relevant structure, responsibilities and project milestones before progressing to delivery.

02

Digital asset infrastructure

Bring technology, governance and operating processes together around the needs of the programme. The design considers administration, reporting, market access and the requirements of participating institutions.

03

Real asset and enterprise development

Connect the project to suitable expertise, execution partners and appropriate sources of capital. Each component is developed against a documented commercial and technical scope.

04

Project preparation and administration

Build a phased implementation plan with accountable ownership and transparent progress reporting. Project readiness, permissions and operational capability guide the sequence of delivery.

Implementation

From programme design
to practical delivery.

Align the framework

Agree the programme scope, institutional roles, eligible assets and the governing project documents.

Prepare the platform

Develop asset diligence, operating architecture, local permissions, technical integrations and the delivery plan.

Activate in phases

Progress ready projects through documented allocation, conversion and operating arrangements, supported by reporting and review.

Programme figures refer to proposed participation through digital asset allocations. They do not represent cash balances, guaranteed conversion proceeds or completed government commitments.
